These TV licence people really get up my nose with their intimidating letters and underhand tactics.
First and foremost the so called enforcement officers are not officers, they are door to door sales people and the householder have no obligation to enter into any dialogue with them.
Nor is there any obligation to respond to any letters they send.
If they come knocking ask them to leave,answer no questions and if they fail to leave call the police and make a report of aggravated trespass.

Tomplum if you read the story she paid what was due then moved house but prosecuted for not having a tv licence for the property she vacated

You HAVE to pay council tax. You DON'T have to pay for a television licence.

Tomplum. You don't HAVE to pay council tax if you don't have a television.

The rights and wrongs of Council Tax is a separate topic but I hardly think that comparing an entertainment medium with the emergency services is appropriate.

As far as libraries are concerned I'm not aware that I have to pay a fee to the library for the legal right to use a bookshop.

Nor do I have to pay a fee to, for example, The Times for the legal right to buy/read the Telegraph (or whatever).

I really don't see why anyone SHOULD pay the TV licence if there's no requirement for them to do so.

In my opinion it's the BBC who are the freeloaders. Why not try earning their money rather than this form of legalised extortion?

Just to clarify; I do have two televisions, both analogue, and I DO NOT have a set top box. Therefore I cannot receive/record programmes at the same time (or virtually the same time) as they are broadcast. Even if I wanted to.

But can a PC receive live broadcasts by the BBC for example the BBC news channel?
